Arbitron Confirms Continuous Improvement Commitments in All PPM Markets

COLUMBIA, MD; March 2, 2009 ” Arbitron Inc. (NYSE: ARB) confirmed today that it has been extending to all PPM markets a number of the key methodological enhancements that the company committed to in its agreements with the Attorneys General of New Jersey, New York and Maryland .

While there is variation in metrics and milestones based on particulars of the local market environments, all of Arbitron PPM customers are in the process of receiving enhancements to the PPM methodology in four key areas:

¢ Cell-phone-only sampling
¢ Address-based sampling
¢ In-Tab compliance rates
¢ Response metrics (Sample Performance Indicator or SPI)

In addition, customers in all PPM markets will be seeing an increase in transparency for more of the sample metrics of in the Arbitron PPM survey research, including the distribution of sample by zip code and by cell phone status. Arbitron will also continue to share with all customers any current and future findings of the impact of nonresponse on the PPM service.

Cell-phone-only sampling in all PPM markets
Arbitron will increase the sample target for cell-phone-only households in all PPM markets to an average of 15 percent by year-end 2010. In an interim step, the current target of 7.5 percent will be raised to 12.5 percent in PPM markets by year-end 2009. (Monthly milestones within each year will vary by market.)

Address-based sampling in all PPM markets
In keeping with the commitment to increase cell-phone-only sample in all markets, Arbitron is committing to the use of address-based sampling technique for at least 10 percent of its sampling efforts by late 2009 and for at least 15 percent of its recruitment efforts by the end of December 2010 in all PPM markets. (Monthly milestones within each year will vary by market.)

Arbitron has already begun using addressed-based sampling for cell-phone-only households in PPM markets. The initial returns from the first round of address-based sampling are indicating that markets such as Nassau-Suffolk and Middlesex-Somerset-Union have a cell-phone-only penetration that is significantly less than 15 percent.

Daily In-Tab Compliance efforts in all PPM markets
Arbitron is applying its average-daily in-tab benchmark of 75 percent of installed sample to all PPM markets. Arbitron is currently implementing in all PPM markets many of the techniques and methods that Arbitron is using to minimize differential compliance rates in order to fulfill the terms of the New Jersey, New York and Maryland agreements. (Specific programs and techniques are being applied based on an individual marketâ„¢s in-tab performance.)

Response metric efforts in all PPM markets
The PPM markets that were first recruited in 2008 have received the benefit of the latest response rate and compliance programs starting with the very first recruitment contact. In these markets, SPI metrics are already above the commitments to New Jersey, New York and Maryland .

Arbitron will continue its focus on improving the Sample Performance Indicator in all PPM markets. Based on the progress to date in the companyâ„¢s response rate programs, Arbitron has informed the MRC that it hopes to achieve a 21 percent SPI average across all PPM markets by the end of 2010.

Arbitron commitments to greater transparency
The companyâ„¢s commitments to New Jersey, New York and Maryland include greater transparency in terms of information regarding PPM sample composition and other metrics of PPM services. Arbitron intends to provide this additional information in all PPM markets that many of its clients have indicated they would find useful and would help their understand ing the strengths and limitations of PPM samples.

Sample distribution by zip code
Arbitron is providing in all PPM markets installation and in-tabulation data by individual zip code, along with market population data for Blacks, Hispanics and others (non-Black or non-Hispanic) for each individual zip code.

Sample composition by cell-phone-only status
Arbitron will continue its practice of publishing the percentages of installed and In-Tab cell-phone-only sample in the front of all monthly Arbitron electronic PPM market reports.

PPM response studies
The company intends for all PPM markets to benefit from the findings of a nonresponse bias study that it will conduct in the New York market by July 15, 2009. Should the findings indicate any measurable statistical bias, Arbitron will inform all clients of the identified sources of that statistical bias in the PPM methodology and will take reasonable measures to address those sources.

Additional initiatives in the continuous improvement programs
The option to see the current composition of the Hispanic sample by country of origin has been a topic of discussion with Hispanic broadcasters.

Arbitron has conducted a test of three markets selected by the Spanish Radio Association (Houston-Galveston, Los Angeles and New York) to determine if asking the country of origin question during one of the regular status calls to PPM households would have an adverse impact on the PPM sample. Early results from the test are indicating that Arbitron would be able to collect and track country of origin without affecting the quality of the sample.

The decision about moving forward with country-of-origin tracking is pending a full analysis of the test.

Clear Channel, CC Media Post Losses on Write-Downs – WSJ.com

The Industry Dot Biz: A deteriorating advertising market pushed Clear Channel Outdoor Holdings Inc. and parent company CC Media Holdings Inc. deep into the red in the fourth quarter.

“The global economic slowdown has adversely affected advertising revenues across the company’s businesses in recent months,” CC Media said Monday.

CC Media is the entity through which private-equity firms Bain Capital Partners LLC and Thomas H. Lee Partners LP acquired radio-station giant Clear Channel Communications Inc. in July for $17.9 billion.

Last month, Stand ard & Poor’s lowered its credit ratings on CC Media one notch further into junk territory, citing continuing concerns over the company’s ability to comply with its debt covenants.

The company, which is based in San Antonio, recently borrowed the remaining $1.6 billion under a $2 billion revolving credit line, citing concerns about the state of the credit markets. The move raised fears on Wall Street that the radio-station giant was choosing to access the funds for fear it wouldn’t be able to if it breached covenants.

T.I.’s Redemption Makes him Odd Man Out (review)

The Industry Dot Biz: Perhaps that’s not the best headline but it got you to read it, right? Over the weekend I got to catch the show on MTV and I must commend Clifford (T.I.) on an exceptional effort rarely if EVER seen by other rappers. Is the notion that one has to be hardcore, have constant beef with other rappers and only be concerned about how many records he’s selling getting old in this new age of Obama? Oddly, if you get to sit down and talk to some members of the rap community, you would be surprised at the name brothers who have business acumen equal to or even greater than the upper echelon at many corporations, however, in the war of intellect and /or street credibility, the latter seems to win more often than not as “image” is everything to many.   Intellect, helping others and doing positive things for the black community is seen as pu..y (scratching me head, me head itches). I get bombarded with video clips, posts and press releases of rappers beefing with other rappers to post here and while some clips are funny as I too enjoy a great laugh, you don’t respond (read) those posts as much. I can see why.   It’s great to see brothers like T.I. make a true and concerted effort, whether forced or not, to use their celebrity in a positive light. Why some people love the ghetto baffles me, I HATE that sh… and even today, it drains me to be around it but it’s certainly OK to go back and rescue others.   Sure, perhaps T.I.’s conviction and him having to do the community service dominates his valiant efforts but its a great one nonetheless. The show is excellent and commendable to MTV which has stepped up from the usual brainless bullsh… that dominates the network.   It’s rare that a rapper does something like this while his career is still red hot instead of (like Master P) changing when it’s too late and your career is in the sunset phase and people are not concerned about your next move. Perhaps more judges should hand out sentences like this. T.I’s efforts, going against the grain of who and what rappers are supposed to be has certainly not hurt his career and it seems to have inspired him and others. Isn’t that what being a celebrity is supposed to be about?

OH NO: Xzibit’s on Display: Retracts Statements about Diddy

I got info on this last week along with the audio but I just didn’t think it was newsworthy. I mean it came from Xzibit..

At any rate the former host of Pimp My Ride (he was actually pretty good on that show) in an effort to spark his name in the press again, admitted that he, Superhead and Diddy went to a bar a few years back per Diddy’s guidance that turned out to be a gay or very open establishment. On the same night, he claimed that Diddy warned him that Superhead is the devil and that she will tell the world on you after she sticks her fingers up your ass (laugh). (For those of you who don’t know Superhead, within the next year, nobody else will either)

At any rate Xzibit’s rant on Diddy spread like WILDFIRE over the blogosphere and the NETWORKS followed as they get STEAL their leads from Blogs so it got bigger and bigger and now Xzibit has released a statement…

In his words, the rapper says despite how the interview sounded, that Å“I have no beef with Diddy, 

(I can tell right away there is no need for Diddy to buy any toilet paper this month) (laugh). Xzibit claims “My comments were not intended to be malicious in anyway” (I think he meant “any way” nevertheless, years ago I had concluded, when you clean up dog sh…, it still actually smells… like sh…!).. he goes on to say….

Å“I wake up this morning and my phone is going nuts. I turn on the computer and find all this sh… about me Å“throwing puffy under the gay bus  ¦ whatever that means” (??? he didn’t ask that last question, did he? Wait there’s more, then he blames the journalists for HIS statements….) Å“All this SPIN that you journalist[s] are putting on the statements I made on a radio show “ to DIRECTLY effect a guy in a manor… not intended “ is wrong.” (OK I know I misspell sh… in RF all the time, I get lazy but does he really mean “affect” and “manner?”   In addition, let me make sure I have this right… You say Diddy took you to a gay bar and that he made a statement about Superhead telling the world that she stuck her fingers in your ass if you fook with her… and you are saying people are wrong for concluding that you are implying that Diddy is gay? I don’t…. Whooooooooooooooosh…. what in de FOOK was that? Oh, it was the logic train.. looks like somebody missed it). Want more? here you go…

Xzibit goes on to say… Å“I got a call yesterday (which caught me off guard) from Diddy himself, stating the club was an after hours spot called ËœSpaceâ„¢ I believe. The rumor mill that has ground this bullsh… out to be the sh… storm that it is, is doing so on its own accord. Like I said at the top, I have no beef with Diddy. 

Oprah Winfrey’s people reportedly shut down negotiations to air exclusive video and pictures of the “Octomom” giving birth to her eight babies when reps for the mother of 14 started soliciting money. NBC eventually ended up with the exclusive footage of Nadya Suleman, the much-maligned mother who gave birth to a total of 14 children (sextuplets and octuplets) through fertility treatments. The network has already run Ann Curry’s interview with Suleman across its various news outlets. But, it’s unclear if the network paid for the opportunity, as reported by Eurweb.com. The Peacock is denying a New York Post source who claims it paid close to $1 million for footage and photos of the eight babies being born. But an insider told the paper, “Everything was filmed. The birth, everything. Then [Suleman’s people] said negotiations would start at $1.2 million for the video and pictures, which is when producers from Oprah Winfrey, ABC and CBS left the room. NBC stayed.” Page Six’s source suspects that NBC made a “donation” through an intermediary. But an NBC rep said, “NBC News does not pay for interviews. We did not pay Nadya Suleman, or anyone who represents her, for our interview. We didn’t license a single photo or video from her or anyone who represents her. Not a dime. There is no deal with anyone at NBC Universal or NBC News.” Meanwhile, octuplet mom Nadya Suleman has launched a website asking for donations for her family of 14 children. The site features pictures of the eight newborns, with their names and birth weights, drawings of a rainbow, bottle and pacifier, and has two options to donate. She is accepting monetary donations payable by credit card (MasterCard, Visa, AmEx and Discover taken) and she also given an address to which one can send goods.

While Corporate America is in a panic over the ailing economy, urban-communities have been dealing with lack of finances, unemployment, and eviction notices for years. So, how will the stimulus plan help Black America? When asked a similar question by an AP reporter, White House Chief Economist for the Vice President Jared Bernstein assured that a good deal of the money will help people in urban areas through education and job training. Here is an AP Report on how the stimulus plan money will be spent. More than 37 million Americans live in poverty, and the vast majority of them are in line for extra help under the giant stimulus package coming out of Congress. Millions more could be kept from slipping into poverty by the economic lifeline. People who get food stamps – 30 million and growing – will get more. People drawing unemployment checks – 4.8 million and growing – would get an extra $25, and keep those checks coming longer. People who get Supplemental Security Income – 7 million poor Americans who are elderly, blind or disabled – would get one-time extra payments of $250. Many low-income Americans also are likely to benefit from a trifecta of tax credits: expansions to the existing Child Tax Credit and Earned Income Tax Credit, and a new refundable tax credit for workers. Taken together, the three credits are expected to keep more than 2 million Americans from falling into poverty, including more than 800,000 children, according to the private Center on Budget and Policy Priorities. The package also includes $3 billion emergency fund to provide temporary assistance to needy families. There are other, more indirect ways that the stimulus package is likely to benefit poor people. For example, cash-strapped states will get an infusion of $87 billion for Medicaid, the government health program for poor people, and that should help them avoid cutting off benefits to the needy. In addition, more federal dollars will flow to high-poverty areas for education programs and preventing homelessness. Advocates for the poor say that directing stimulus money to the neediest Americans makes sense because they’re the most likely to put cash back into the economy quickly.

OH NO: DJ has Stroke at 21/No Health Insurance

The Industry Dot Biz: Shane Bingaman, a disc Radio DJey at Griff’s Land ing in downtown Frederick , suffered a stroke last weekend.

He is 21 years old. Better known as “DJ Shane,” Bingaman will be out of work for three months. A heart condition led to a blood clot that caused the stroke, said Jenn Smith, manager of Griff’s. Bingaman fell when he had the stroke and cracked two vertebrae in his neck. He will have to wear a brace for two months. Bingaman has no health insurance. To assist him with his medical expenses, Griff’s will hold an event Sunday night called “That’s My DJ.”

“My hope in this was to see what kind of help we can get from the community,” Smith said. The event will include music from DJ Tipsy. T-shirts and raffle tickets for gift cards donated by local businesses will be sold, Smith said. A $5 cover charge will go directly toward Bingaman’s medical expenses. Additionally, Bingaman will receive 25 percent of Griff’s income from the event. “We’re trying to help with whatever we can,” Smith said. “I know we can’t make it all better, but we’re trying.”

Seriously, I told you so. I knew Chris was telling the truth. I am currently working on a degree in Addiction Counseling and this is part of the course study, not to mention my own experience. Chris’ stepfather has all the classic symptoms of a child abuser. Abusers are often in denial as a way to cope with the fact that they have screwed up a child’s life. They are often the victim of childhood abuse themselves, though not always and they try to seek refuge in any shortcomings their victim experiences in an attempted effort to validate their wrongdoing. The audio with the sound effects from the station is tasteless. This sh… is not funny. There are kids listening to the station who are going through the same thing. Who programs this station? Oh, I’m supposed to know that (laugh).

Cam is one of the most down to earth rappers I’ve ever met in the industry. There is NO music better than our advertisers so I don’t push anything out side of that but I will say Cam’ron’s “I Hate My Job” solidifies his ability to market his career effectively. I’m an advocate for entrepreneur artists and after being on hiatis and taking care of his mother who he says had 3 strokes in one day, this is the perfect comeback song and something that almost everybody can relate to (even those without felony rap records). I am floored that no other rappers thought of this concept.

Arbitron is expand ing its in-person PPMTM training program designed to reach out to young African-American and Hispanic respondents in Arbitron PPM panels. Dubbed ËœFeet on the Streetâ„¢, the program is scheduled to have bilingual Arbitron representatives knocking on the doors of newly-recruited Hispanics and African Americans age 18-34 in the top ten Portable People MeterTM markets by the end of April 2009.   The programâ„¢s goal: show young, ethnic respondents how easy and rewarding it can be to carry their Arbitron PPM device from Ëœrise to retireâ„¢ every day.   Å“Your mother would want you to marry one of our Ëœfeet on the streetâ„¢ trainers,  said Nancy Weissman, director, PPM Panel Relations, Arbitron Inc. Å“Weâ„¢ve recruited the most charming, engaging and persuasive bilinguals to help young African-American and Hispanic respondents do a better job of carrying their meters on a daily basis.  ËœFeet on the Streetâ„¢ is designed to reach out to African-American and Hispanic respondents, age 18-34, who have not developed good carry habits within the first eight days of their time on a PPM panel. Continuous Improvement Program
In the past year, Arbitron has introduced a number of initiatives that have had a significant positive impact on the quality of the PPM samples particularly among young and ethnic respondents, many of whom may not comply with the PPM survey tasks as readily as the general population.
